Overview
In a sprawling dystopian city in the not so distant future, a power outage allows 23 clones to escape captivity. The clones, who by law are not supposed to exist, must learn quickly and survive long enough to exploit a legal loophole to gain their freedom. While investigating a recent murder, two last chance cops are assigned to a case no one is supposed to solve, and they quickly discover that the escaped clones are at the very center.
